The Doctoral Program in Public Policy (DPP) responds to the need to train high-level specialists for the generation and application of knowledge with a comprehensive vision of the various problems in the field of public policy and government action. It contributes to the understanding, solution and evaluation of public problems, favoring the formation of specialists for management and public management.
In addition, the DPP seeks to be a reference of excellence within the area of knowledge, contributing to the professionalization of experts in the area and to a more complete knowledge regarding the problems of the public sector at regional, national and international levels; since it responds to the respective social and contextual needs, disciplinary and professional advances and the requirements of the labor market that align it with the demands of society, the state and institutions of higher education.
One of the main social needs of Mexico and the State of Hidalgo is to overcome the existence of high marginalization and poverty. This indicates that the governmental response, in terms of public policies and social programs in this area, is a strategic issue of national and state interest. In this sense, we consider that an increase in the levels of professionalization and modernization of the State allows improving the efficiency and effectiveness of actions to address marginalization and poverty. A position expressed by several technical organizations such as INEGI and CONEVAL.
The PhD in Public Policy is based on diverse epistemological, theoretical and methodological perspectives to learn about broad analytical and management models that are pillars of the discipline and the exercise of government; these determine the design of the respective curricula and curricular structure in the field and in this sense, the PhD seeks to be at the forefront of the processes of teaching, learning and research in the field of public policy, from the analysis of the three major cores that articulate the study of public policy as a scientific discipline. These have contributed, on the one hand, to the understanding of governmental intervention and of the State itself. And on the other hand, to increase the impact of policies on the resolution of public problems in society. This was done by improving management, administrative, regulatory and public decision-making mechanisms. The different approaches made relevant contributions to the construction of public policies as a field of scientific knowledge.
