Abstract


his paper intends to analyze the conditions of indigenous municipalities in Hidalgo in a national context, since this is considered an important element in the planning and evaluation of social policy.For the classification of indigenous municipalities, the methodology of the mean index value will be used, since it focuses on determining those cases, within a set of territorial units, that are most similar to each other, so that particular subsets are formed according to the value of the arithmetic mean and the standard deviation. In this way, those municipalities with similar characteristics were classified considering the use of the mean index value, which synthesizes different variables used in this study.
