Abstract
The elaboration of a diagnosis is relevant for social planning and in the design and execution of public policies, (it gives the possibility of designing and adapting local social policies); that is why the objective of this work is to construct a diagnosis that serves as a point of analysis and evaluation of the policies of distribution and use of drinking water in localities of the municipality of San Agustín Tlaxiaca Hidalgo, with the intention of showing its current situation.for this, indicators were determined that allow describing the scenarios of water distribution, and the actors involved in it. The social actors were the community representatives (delegates), the actors in the decision making process and the users of the drinking water service, and the public policies considered were those of drinking water use and distribution at the federal, state and municipal levels. The type of sample used was intentional non-probabilistic, which according to Rojas Soriano (2004), its use is justified by economy and time limitation, but has the disadvantage that the results of the sample cannot be generalized to the entire population; considering the sample as intentional or selective because the selection of cases involves the researcher's criteria. The criteria for the selection were: those that are easily accessible, belong to the locality, and are users of the local drinking water distribution system.
