Abstract
The advance of the PRI in last year's local and federal elections, in addition to the particular circumstances in the political life of the state, required the PAN and the PRD to rethink the strategy they have been deploying in order to open the space where they could become effective electoral options. The union of parties with different programmatic stances and opposing political positions was justified by the need to stop the easy electoral victories of the PRI in states such as Hidalgo, where the dominance of this party lacks an important electoral counterweight. The absence of effective pluralism has allowed the local rulers in office to impose the incumbents of the next local government and Congress, without any democratic procedure whatsoever.
