Abstract
In the current environment, companies are obliged to develop human resources, information systems and technological capabilities in line with the new challenges. Innovation plays a fundamental role, since it is considered one of the main sources in the evolution towards competitiveness of organizations. This importance of innovation implies the renewal and expansion of processes, products and services, transformation in organization and management, as well as improvements in the qualifications of human capital. Technological innovation makes it possible to combine technical, financial, commercial and administrative capabilities and allows the launching of new and improved products, processes or services to the market. For this purpose, a model is proposed, from a systemic approach, that allows supporting technological innovation within organizations, in this case Small and Medium Enterprises (SMEs), as part of the development of their competitiveness by integrating the elements or factors involved in the organization's innovation system. The area in which the model is intended to be applied is the territory of the state of Hidalgo, located in the central part of Mexico.
