Abstract
As Fresán Orozco stated in 1998, the end of the 20th century has surprised the Mexican higher education system at a crossroads where major problems converge, such as the growing demand for services by society, particularly in the higher secondary education sector, and the criticism, often unfounded and sometimes with solid evidence, of the lack of congruence between educational processes, social needs and the demands of the labor market. At the same time, in this scenario there are great opportunities arising from the unstoppable advance of new information technologies which, in order to be fully exploited in the creation and consolidation of new forms of education, require diagnoses of the strengths and weaknesses of higher education institutions in order to avoid, as far as possible, the construction and operation of large projects lacking an adequate foundation.
