Abstract
This research was conducted in the municipality of Alfajayucan, Hidalgo. The limitation of municipal development is the lack of a comprehensive development plan with a short, medium and long term vision, thus justifying the preparation of the Economic and Social Development Plan of Alfajayucan, Hidalgo, 2009-2015, with the objective of detonating the economic and social development of the population of Alfajayucan. This implied considering the results of the participatory planning workshops held. The workshops were based on the diagnosis of the problems and alternative solutions from the point of view of the population of the municipality. Also, the opinions of political and social leaders, government representatives, civil and commercial organizations were considered. The plan contemplates the promotion of municipal development with the strength to care for the environment, productivity, and the implementation of actions to combat poverty and marginalization; it is functional, Integral and Inclusive. It is structured in seven guiding axes of development: institutional consolidation, development of primary activity, road infrastructure and adequate services, companies that generate permanent jobs, provision of quality basic public services, efficient allocation of resources to society, and support for vulnerable groups.
